DEFENCE PROCUREMENT ASSISTANCE CENTRE (DPAC) NAGPUR

Defence Sector in our country has opened up in a big way to participation of Private Sector in fulfilling the ever increasing needs of our Armed Forces. Indigenization of components and sub assemblies of a host of imported equipment and armaments has been accorded the highest priority to give a boost to our MSMEs who have the potential to design and manufacture superior quality products at much less cost to the exchequer. Participation of Private Sector has since been facilitated by simplifying procurement procedures and bringing in considerable transparency in the system.

In order to give an impetus to the Make In India initiative of the Ministry of Defence, Defence Procurement Assistance Centre (DPAC) has been established under the aegis of Vidharbha Defence Industrial Hub (VDIH). The main objective of DPAC is to provide necessary guidance and information pertaining to the procurement procedures in the Armed Forces viz, Army, Navy and Air Force as well as in respect of Ordnance Factories and Defence PSUs.

Organization of DPAC DPAC is functioning as part of VDIH. It is mentored by Lt Gen R Thodge,PVSM,AVSM,SM,VSM. It has Defence Advisor and Head, namely, Maj Gen A P Bam, SM,VSM (Retd) . Additional advisors may be incorporated in the future depending on work load and necessity. Secretarial support and other assistance as may be required is being provided by VDIH.

Charter of DPAC DPAC has been established for carrying out the following functions: -
Provide information and guidance to the local industries regarding components & spares of military equipment and vehicles required from time to time.
Assist the industries in identifying the specific spares and components which they are in a position to manufacture/design & develop.
Organize visits to Ordnance Factories, Defence PSUs and other establishments and facilitate interaction with industry representatives.
Organize briefings and demonstrations by Ordnance Factories Ordnance Depots and other Defence departments for the benefit of industries.
Assist the industries in vendor enrolment and subsequent registration process.
Facilitate interaction of industry representatives with DGQA.
Render advice to the industries regarding desired Qualitative Requirements (QRs) and specifications laid down in the RFP.
Explain the details of various Post Contractual Obligations which are peculiar to defence contracts.
Assist the industries in making use of testing facilities available with DGQA, DRDO and Defence PSUs.

Method of Functioning. In order to carryout various tasks as enumerated above, DPAC will function as an Advisory Body in the following manner: -
The Advisors will maintain close liaison with the procurement departments of the three services, viz, Army, Navy and Air Force, on a regular basis and obtain updates on procurement procedures and annual maintenance requirements of spares and components.
They will be available at DPAC for consultation on all days other than Saturdays. The Wi-Fi facility in the DPAC can be made use of by the industry reps to view the tenders online and seek the help of Advisors in understanding the details given in the tender documents. Additional information required may be requisitioned from the tender issuing agency through the Advisors.
Saturdays will be primarily utilized for visiting industries and resolving individual issues of the concerned industries in their premises.
An Interactive Session will be held on the last Saturday of each month for obtaining feedback from industry reps and also convey updates obtained from the Service HQ of the Armed Forces or the Ordnance Factory Board or MoD.
Circulars regarding talks/interactions by visiting dignitaries, visits to defence establishments, seminars, etc will be forwarded to the industries well in time for them to plan and respond.

Role of Industries. Participation of industries in the ‘Make In India’ project of the Armed Forces is purely voluntary. However, in order to ensure effective functioning of DPAC and avail of its services for enhancing business opportunities of the industries, it is imperative to follow a few guidelines as laid down below: -
a) Firstly, all industries wishing to avail of the services of DPAC will be required to register themselves with DPAC, by forwarding the following particulars to VDIH at dpacnagpur-vdih@gmail.com, : info@vdih.org

b) Consultancy services with the Mentor / Head will be by prior appointment. Industries are requested to intimate VDIH at least 48 hours in advance so that the appointments can be scheduled a day in advance and confirmation given to all concerned.
c) Industries are requested to submit their responses promptly with regard to participation in various programmes of DPAC so as to facilitate planning and coordination.
d) Requests for additional information or clarifications on tender documents should be submitted to DPAC well in time so that the required response from the authorities can be obtained in time to facilitate timely submission of offers.
e) Industries are requested to submit comprehensive feedback to DPAC after participating in tender enquiries so that difficulties faced by them can be communicated to the concerned Service HQ and/or the Ordnance Factory Board.

Summary. Establishment of DPAC by VDIH has been heralded as a land mark initiative by the MoD, the three Service HQ (Army, Navy, Air Force) and the Ordnance Factory Board. Vidharbha industrial fraternity and other industries of the region should make full use of this facility in further expanding their business and contributing directly towards national security which is a fundamental duty of every Indian citizen.
